Not if the government issues something saying that public gatherings have to be stopped because of health reasons. I think organizers probably can cancel anything they want and lose a lot of money if they feel there is a good reason–and trying to prevent an epidemic from spreading would be a good reason–as long as they refunded any monies from advanced sale tickets and any rental fees charged to the participants.
